WAR (WE ARE RATIONAL) AGAINST THE IMPLEMENTATION OF EO 366 – QUEDANCOR Employees !!!

Background:

As a whole, Quedan and Rural Credit Gurantee Corporation (QUEDANCOR) has a mandate to provide accessible and affordable credit to agri-industry sector guided by its charter Republic Act 7393. Performances show the continuous better social service throughout the whole nation for more than 30 years being a self-reliant Government Owned and Controlled/Government Financing Institution (GOCC/GFI) – without the provision of the annual General Appropriations Act (GAA). Generated about 47 billion pesos of loans to various individuals, partnerships, associations, cooperatives, and others benefiting more or less 5 million Filipinos nationwide.

Part of this mandate is to create branches or offices in every region and provinces. Majority of offices were formally established almost seven (7) years ago. This office is required to provide credit services covering the whole provinces. On its peak of operations, there are 1,600 employees being hired by the management to implement various programs. Eventually, when QUEDANCOR was involved in swine scandal, it seemed that it will be deactivated on the time that majority of its employees (about 700 employees) were forced to resign and look for a much sustainable work to earn for a living. Today, there are only 900 employees doing multi-task function that cater to clientele needs - In fact, there are no redundancies in our functions!

Some District Office has generated approximately more than 500 million of loans benefiting more or less 10,000 individuals. We provide services as far as Islands, Peninsulas, Mountains and other remote areas of the Philippines.

July 1, 2009 – Implementation of Rationalization Plan:

At least 600 employees of the QUEDANCOR are directly affected by the implementation of Executive Order 366. There is no assurance for this number of employees where they will be placed once this policy is implemented.

Only 258 employees will be retained to the QUEDANCOR based on the Rationalization Plan recently approved by the board.

The present set-up of offices will be integrated into one Area Field Office (AFO) per cluster/megaregion requiring only 31 employees. How does this number can perform well of their tasks, considering the present situation doing a multi-task function? Just for example, cluster #2 which includes the National Capital Region, Southern Tagalog Region and Bicol Region with approximately 15 offices and about 150 employees will be streamlined into one AFO as Sto. Tomas, Batangas as the place of office.

Impractical, not revelant solution on this time of Global Economic Crisis:

IMPRACTICAL the management, government and community will not get bottom line benefits. It may costs less in essence, may be less operating expenses to be incurred, but this may also result to huge amounts of past dues/overdues and problematic accounts based on current portfolio – which is designed or programmed requiring more labor. This will displace great number of employees. This is a violation of QUEDANCOR mandate which states that this will provide accessible and affordable credit to agri-industry. This is may be for the benefit of the few, particular for those who will be granted the increase of salary! This is impractical and not relevant decision of the management.

NOT RELEVANT the government gave the assurance that no single government employee will be laid off in this time of global economic crisis and also issued two executive orders, EO 782 and EO 783 INSTITUTING MEASURES TO ASSIST WORKER AFFECTED BY THE GLOBAL FINANCIAL CRISIS AND TEMPORARY FILLING UP OF VACANT POSITIONS IN THE GOVERNMENT, PROVIDING FOR EMPLOYMENT INTERVENTIONS TO SAVE AND CREATE JOBS AS PART OF THE ECONOMIC RESILIENCY PLAN respectively. And all other government agencies under the executive branch are suspended in the implementation of Rationalization Plan.

" Mas masahol pa sa mga nagnakaw na kumuha ng posibleng dagdag na benepisyo para sa mga empleyado ang inityatibang ito, ito ang tuluyang kikitil sa kabuhayan at pag-asa ng mga kawani na matagalang nagsilbi kasama ng mga pamilya na dito’y umaasa."

On the other hand, former Quedancor Operations Officers Ray Joven and Carino Julius Canezal were slapped with a suit for alleged estafa committed through falsification of public documents while lone private respondent Valentine Viniegas was charged with both graft and falsification of documents but was allowed to post bail of a total of P70,000 for both charges.

The complaint was forwarded to the records section last Wednesday and was raffled to a local court in Manila last Thursday.

Records showed that all of the accused allegedly conspired with each other in approving the loan of Viniegas worth P2.75 million on May 10, 2006 despite having insufficient security to cover the loan amount and the presence of irregularities in the loan documents.

Viniegas applied for a loan with Quedancor under its AF-SME program worth P3 million but the approved amount was P2.75 million. As collateral for the loan, Viniegas executed a real estate mortgage in the amount of P2 million over two parcels of land in Cabiao, Nueva Ecija.

Private individuals who were also charged were RDY Moneylink owner Reynaldo Yumol, and Moneylink officials Garry Constantino, Digna Diaz Yumol Calison, Arsenia Diaz Yumol, Numeriano Yumol, and Carlo Francisco.

In a 12-page resolution, Nicolas said the Quedancor officials recommended the approval of loan applications of RDY Moneylink amounting to P1.239-million. He said the 28 checks that were drawn from Landbank of the Philippines' Taft Avenue Branch were supposed to go to 28 employees of Westfield Science Oriented School in BF Resort Village in Las Piñas City.

Quedancor, however, declared that it lost some P1.239 million representing the principal loan, including the total value of the 28 checks and financial charges, such as service fees worth P37,170, documentary stamps tax worth P6,195, insurance worth P11,894.40, and gross receipts tax worth P1,858.

Problema pa pang bail.

“As such, base on the established facts, Quedancor was defrauded in the amount of P1,239,000 because the public and private respondents conspired with one another to produce and prepare all the spurious documents for the 28 fictitious loan applicants," he added.

A P60,000 bail has been set for the temporary liberty of all the accused.

Good day again fellow employees!

I suggest we check out pio. They could need some writing hands. Seems like their writers are at a lost for fresh ideas to scribble these days.

Btw, their former head, atty crobalde had already secured himself of a position as the new corporate board secretary. Imagine, the hand-picked chief of staff of president on leave mr. buenaflor, the very person who’s privy to the nitty-gritty works, now our board sec. and concurrent loyal chief of staff of oic espiritu. He must really be good at what he is doing! Congratulations attorney secretary!

I just hate addressing him with his new title, a bit feminine for my buds.

Oh, and btw again, hope some of you takers on my call to move to pio have wiser thoughts to write about aside from all the trash we’ve been dumping here or they might not consider taking anybody in. those guys are just too bright like their former boss.

On second thought, never mind picking the idea, I just recalled that the unit had been scratch off from the structure, by no less than the architects of the rationalization plan. Who needs an information group when there’s nothing to write about in the first place.

Everyone at the central office had just undergone morals and ethics seminar. Nice move mrd. Or could it be too late for the old dogs.

Try visiting them between 8 and 9 am, chances are most of them are not yet in or either taking their breakfast. You could just come back around 11 to 12 noon, by then, they should be having their lunch so they could spend 12 to 1 pm for their beauty rest, while those who took their lunch out would not likely be back till 2pm. Come around 3pm, you’re just in time for their 3 o’clock habit, after which they’ll be taking their snacks then some would be proceeding to their daily prayer vigil. See, some had even turned religious these days! Check out those who do not attend the gathering, they’re probably busy surfing the net for the latest showbiz news and updates on their favorite networking sites. Comes the time everyone’s been waiting forward to, 5 pm! They’ve already lined up for the bundy clock awaiting for that 4:59 pm tick towards the next hour, while the rest stays to warm their seats till 6 pm for coming in at a later period.

Oh, yes before I forget, they’ve got something new to get busy with aside from the regular gossip sessions, they call it aerobics and ballroom dancing! Another great idea! At least some could get busy from 4pm preparing for the 5 pm stint. How about other sports or drama activities during lull hours of the morning for the others? Serves the multipurpose hall a better function.

Recently, some people have their hands full attending to cases. Heheheh…. Good job management! Good job! (sic) I’m not belittling those million peso accounts, but I think there are major, major stuffs being left untouched. Let internal audit spill their guts out. Wondering what they’ve been doing all these times aside from strengthening their hold on their positions via some people’s shit. Poor butic! That’s what you get for being a presidential contender. Or were they amiss for barking at the wrong tree, or should I say, ifugao?

@ pasabit : Naku! SO? Kala ko ba wala ng ratplan? Hanu va yan? Saka ko na lang itatanong yan...hehehe!!! Sa ngayon eh, sana ibigay na yung bonus! Kausap ko yung bubwit ko sa DBM last week, sabi pinipilit nilang may ABNOY (Abuloy ni Pinoy aka glorification) sana nga...pinaplantsa na daw nila yung guidelines. Ang tanong eh kung may budget GOCC na tulad natin.
