SUBJECT: DIPLOMATIC APPEAL TO THE OIC, CEO AND THE GOVERNING BOARD

Dear Mr. Officer-In-Charge:

Greetings!!!

In view of Memorandum No. 188 dated May 22, 2009 regarding RATIONALIZATION PLAN which states that:

“The revised plan of QUEDANCOR has been approved by the GOVERNING BOARD last May 20, 2009 and is due for submission to the Department of Budget and Management (DBM) for their evaluation and approval”.

We, the contractual and casual employees of Region IV, who will be adversely affected by your impending reorganization pursuant to the said memorandum, appeal to the management to again evaluate and reconsider the following situations and humbly request to let us stay in the District Offices where we are presently assigned:

1. Most of us are residing nearby our offices, thus, relocation or non-renewal of our contract will be too burdensome in our part- financially and physically. This job is the only source of living that we have, help us keep our work.

2. We share the same hard work to build Quedancor as a well-respected financial institution in our Region and we can proudly say that based on our performances, we have helped the company reached its peak and will continue helping despite its financial problems against all odds.

3. We are confident that Quedancor will surpass this very difficult situation and we are not loosing hope. We still want to serve this institution and continue to contribute and share our knowledge and skills.

4. In this time of crisis, we need to unite and gain our strength to survive. Let us join hands to gain and encourage the support of the Government. While it is true that our beloved company is under financial crisis, mass layoff is not a solution. The government promised that, “NO SINGLE GOVERNMENT EMPLOYEE WILL BE LAID OFF IN THIS TIME OF GLOBAL CRISIS”.

5. Majority of us has been serving Quedancor for not less than five years, with an average age bracket of 30 to 40 years old, the age bracket where it is very difficult to look for another job, we are too young to retire but too old to apply. We have grown up and have dedicated our lives in this institution. We have embraced life and hope in this very institution that we have learned to love and respect.

6. They say that the only permanent thing in this world is CHANGE, and QUEDANCOR needs it to prevent itself to fall down …. but the move to displace 600 contractual and casual employees won’t be the situation. This kind of change is untimely and insensitive. We humbly request your good office to resort to other alternative solutions to continue serving our mandate.

OPEN LETTER TO HER EXCELLENCY GLORIA MACAPAGAL-ARROYO

Dear Madame President,

Once again, we, the concerned employees of Quedan and Rural Credit Guarantee Corporation (QUEDANCOR), are seeking your intervention relative to the latest plan for our office- the reduction of the personnel complement from 897 to 258 by the end of June 2009. This decision is being pursued despite the public pronouncement of Her Excellency that no single government worker will lose his job.

First and foremost, the primary consideration for this mass lay-off is the financial problem confronting QUEDANCOR. According to the Management, the corporation could only sustain 258 employees. We decry this allegation. From our perspective, it is apparent that the reduction of personnel is designed to generate savings to pay the corporation’s private creditors. In effect, the employees become the sacrificial lambs who shall bear the effects of the mismanagement suffered by the corporation under its previous administration. Inevitably, the more than 600 employees who will be terminated will swell the ranks of the unemployed amidst the global economic crisis gripping countries worldwide.

We maintain our stand that the solution for the problems gripping QUEDANCOR is the infusion of funds so that QUEDANCOR could reactivate its credit and guarantee programs and deliver its mandate. We believe that the provision of funds would once again trigger the interest and active participation of the lending banks in agricultural credit. More importantly, the strengthening of QUEDANCOR with new funds would send a very strong signal to all stakeholders- farmers, fishermen, rural workers, cooperatives, retailers and wholesalers- that the national leadership recognizes the vital role of credit towards agricultural development.

The Resuscitation of QUEDANCOR would boost its collection efforts and enable the corporation to meet its maturing obligations. The infusion of funds is the only way to minimize the losses to the government and at the same time sustain the growth of the nation’s agricultural sector.

It is for these reasons that we appeal again to you Madame President to assist us in this biggest challenge befalling us, the mere rank and file employees of QUEDANCOR. We hope that you will favorably respond to our plea.

BUKAS NA LIHAM SA PAMUNUAN NG QUEMAS

Hindi sa minamaliit naming ang kakayahan ng pamunuan ng QUEMAS, pero sa panahon at mga pangyayari ngayon, may maaasahan pa ba kaming tulong sa inyo? Patuloy na lumalala ang kundisyon naming mga casual at contractual employees na para bang may taning na ang buhay namin sa kumpanyang ito, may maasahan ba kami upang kahit paano ay maramdaman naming may kakampi kami? May magtatanggol pa ba sa amin? 

  Sa ngayon, hindi namin lubos malaman ang tunay na estado ng aming employment sa Quedancor bunsod na rin ng sunod sunod na memorandum na pinapalabas ng kasalukuyang pamunuan. Hanggang June 30 na lang ba kami o extended hanggang August 30? Pagkatapos noon, ano na ang mangyayari sa amin? Saan kami dadalhin? Saan kami pupulutin? Huwag naman sana sa kangkungan. Ilan taon na rin kaming naguguluhan sa sitwasyon. Mula taong 2007, laman na ng pang-araw-araw naming diskusyon ang pagkabagabag sa isyu ng tanggalan. Masasabi naming naging “immune” na kami sa isyung ito, pero sa totoong buhay, napakalaking dagok itong mga nagyayaring ito. 

  Para kaming “ticking bomb waiting to explode”. Para kaming inuupos na kandila. Para kaming bolang binabato sa ere. Para kaming isinasali sa “firing squad”. Para kaming mga trapo na matapos gamitin ay itatapon na lang ng basta basta. Magulo, masalimuot at nakakalungkot. May mga bagay na kinakailangan namin ng kasagutan. Una, bakit di natuloy ang pag-publish ng appeal ng QUEDANCOR employees sa dyaryo, dahil ba sa pangakong binitiwan ni Sec. Yap? Ipagpalagay na natin na totoo ang pangakong ito, wag natin kalimutan na lahat ng ahensya ng gobyerno ay sumasailalim sa rationalization. May kasiguraduhan ba tayo sa puntong ito? Pangalawa, bakit kailangan pang mag-contribute ng Php 150.00 para sa pagpapalimbag sa dyaryo, di pa ba sapat ung dalawampu’t limang piso kada buwan na kontribusyon namin? Karamihan sa amin ay nagserbisyo sa kumpanya ng di bababa sa limang taon. Kung susumahin, bawat isa sa amin ay nag contribute ng humigi’t kumulang sa 1,500.00 sa loob ng 5 taon, sa 600 na empleyado, Php 900,000.00, kung inyong mamarapatin, nais naming malaman nasaan ang kontribusyong ito ng mga empleyado? Isang malaking halaga kumpara sa P130,000.00 na kakailanganin sa pagpapalimbag sa dyaryo. At panghuli, hindi ba “conflict of interest” kung ang ilang QUEMAS officers ay umuupo rin bilang miyembro ng Selection Committee? Sa ganang amin, paano ninyo tuwirang maipaglalaban ang kapakanan ng nakararaming empleyado kung patuloy kayong sasang ayon sa mga panukala ng management. Mahirap pong mamangka sa dalawang ilog.  

  Huwag sana ninyong masamain ang mga hinaing naming ito, pero kailangan na naming iparating ang aming mga saloobin bago pa mahuli ang lahat. Ano pong aksyon at suporta ang aasahan namin sa inyo bilang aming mga kinatawan? Huwag sana tayong manahimik dahil hindi pa ito “hopeless case”. Harapin natin ang suliraning ito ng sama-sama at walang iwanan. Mahal natin ang Quedancor, kaya’t dapat nating mahalin ang isa’t isa. Sino pa ba ang magtutulungan at aasahan natin kundi tayo-tayo rin? Inaasahan namin ang inyong madaliang pagtugon, sana sa loob ng buwang ito ay makakita na kami ng pagtugon mula sa inyo, tama na ang matagal na pananahimik, ipaglaban ninyo ang kapakanan naming maliliit.  

  Nawa’y maghari ang pagpapala ng Panginoon na bigyan tayo ng isa pang pagkakataong buhayin muli ang ating kumpanya, hindi lamang para sa ating mga sarili kundi sa lahat ng umaasa sa atin ---- ang mga magsasaka, ang mga mangingisda, ang mga kooperatiba, ang mga negosyante at maging ang mga mahal natin sa buhay.

WAR (WE ARE RATIONAL) AGAINST THE IMPLEMENTATION OF EO 366 – QUEDANCOR Employees !!!

Background:

As a whole, Quedan and Rural Credit Gurantee Corporation (QUEDANCOR) has a mandate to provide accessible and affordable credit to agri-industry sector guided by its charter Republic Act 7393. Performances show the continuous better social service throughout the whole nation for more than 30 years being a self-reliant Government Owned and Controlled/Government Financing Institution (GOCC/GFI) – without the provision of the annual General Appropriations Act (GAA). Generated about 47 billion pesos of loans to various individuals, partnerships, associations, cooperatives, and others benefiting more or less 5 million Filipinos nationwide.

Part of this mandate is to create branches or offices in every region and provinces. Majority of offices were formally established almost seven (7) years ago. This office is required to provide credit services covering the whole provinces. On its peak of operations, there are 1,600 employees being hired by the management to implement various programs. Eventually, when QUEDANCOR was involved in swine scandal, it seemed that it will be deactivated on the time that majority of its employees (about 700 employees) were forced to resign and look for a much sustainable work to earn for a living. Today, there are only 900 employees doing multi-task function that cater to clientele needs - In fact, there are no redundancies in our functions!

Some District Office has generated approximately more than 500 million of loans benefiting more or less 10,000 individuals. We provide services as far as Islands, Peninsulas, Mountains and other remote areas of the Philippines.

July 1, 2009 – Implementation of Rationalization Plan:

At least 600 employees of the QUEDANCOR are directly affected by the implementation of Executive Order 366. There is no assurance for this number of employees where they will be placed once this policy is implemented.

Only 258 employees will be retained to the QUEDANCOR based on the Rationalization Plan recently approved by the board.

The present set-up of offices will be integrated into one Area Field Office (AFO) per cluster/megaregion requiring only 31 employees. How does this number can perform well of their tasks, considering the present situation doing a multi-task function? Just for example, cluster #2 which includes the National Capital Region, Southern Tagalog Region and Bicol Region with approximately 15 offices and about 150 employees will be streamlined into one AFO as Sto. Tomas, Batangas as the place of office.

Impractical, not revelant solution on this time of Global Economic Crisis:

IMPRACTICAL the management, government and community will not get bottom line benefits. It may costs less in essence, may be less operating expenses to be incurred, but this may also result to huge amounts of past dues/overdues and problematic accounts based on current portfolio – which is designed or programmed requiring more labor. This will displace great number of employees. This is a violation of QUEDANCOR mandate which states that this will provide accessible and affordable credit to agri-industry. This is may be for the benefit of the few, particular for those who will be granted the increase of salary! This is impractical and not relevant decision of the management.

NOT RELEVANT the government gave the assurance that no single government employee will be laid off in this time of global economic crisis and also issued two executive orders, EO 782 and EO 783 INSTITUTING MEASURES TO ASSIST WORKER AFFECTED BY THE GLOBAL FINANCIAL CRISIS AND TEMPORARY FILLING UP OF VACANT POSITIONS IN THE GOVERNMENT, PROVIDING FOR EMPLOYMENT INTERVENTIONS TO SAVE AND CREATE JOBS AS PART OF THE ECONOMIC RESILIENCY PLAN respectively. And all other government agencies under the executive branch are suspended in the implementation of Rationalization Plan.

" Mas masahol pa sa mga nagnakaw na kumuha ng posibleng dagdag na benepisyo para sa mga empleyado ang inityatibang ito, ito ang tuluyang kikitil sa kabuhayan at pag-asa ng mga kawani na matagalang nagsilbi kasama ng mga pamilya na dito’y umaasa."

NO TO STREAMLINING OF GOVERNMENT EMPLOYEES !!!
