SUBJECT: DIPLOMATIC APPEAL TO THE OIC, CEO AND THE GOVERNING BOARD

Dear Mr. Officer-In-Charge:

Greetings!!!

In view of Memorandum No. 188 dated May 22, 2009 regarding RATIONALIZATION PLAN which states that:

“The revised plan of QUEDANCOR has been approved by the GOVERNING BOARD last May 20, 2009 and is due for submission to the Department of Budget and Management (DBM) for their evaluation and approval”.

We, the contractual and casual employees of Region IV, who will be adversely affected by your impending reorganization pursuant to the said memorandum, appeal to the management to again evaluate and reconsider the following situations and humbly request to let us stay in the District Offices where we are presently assigned:

1. Most of us are residing nearby our offices, thus, relocation or non-renewal of our contract will be too burdensome in our part- financially and physically. This job is the only source of living that we have, help us keep our work.

2. We share the same hard work to build Quedancor as a well-respected financial institution in our Region and we can proudly say that based on our performances, we have helped the company reached its peak and will continue helping despite its financial problems against all odds.

3. We are confident that Quedancor will surpass this very difficult situation and we are not loosing hope. We still want to serve this institution and continue to contribute and share our knowledge and skills.

4. In this time of crisis, we need to unite and gain our strength to survive. Let us join hands to gain and encourage the support of the Government. While it is true that our beloved company is under financial crisis, mass layoff is not a solution. The government promised that, “NO SINGLE GOVERNMENT EMPLOYEE WILL BE LAID OFF IN THIS TIME OF GLOBAL CRISIS”.

5. Majority of us has been serving Quedancor for not less than five years, with an average age bracket of 30 to 40 years old, the age bracket where it is very difficult to look for another job, we are too young to retire but too old to apply. We have grown up and have dedicated our lives in this institution. We have embraced life and hope in this very institution that we have learned to love and respect.

6. They say that the only permanent thing in this world is CHANGE, and QUEDANCOR needs it to prevent itself to fall down …. but the move to displace 600 contractual and casual employees won’t be the situation. This kind of change is untimely and insensitive. We humbly request your good office to resort to other alternative solutions to continue serving our mandate.

we dont expect any beter alternative in our present situaton, the main problem is funds, no more no less, i do believe even the lowest mammal of quedancor knew it. although some of the employees are trying to believe for a miracle to turn around the situation. my personal suggestion is to give what is due to every individual employee, i mean separation pay before it will totally running bankrupt.
